To view the shipping setting of the vendor panel you should be logged in as a vendor. Now you need to go to the left navigation menu and open the Setting > Shipping Methods tab. Here you will see all the allowed shipping carriers for the vendor.

Under UPS Section, you will see the following fields which need to be configured for Vendor Shipping Rates.

Two Types of UPS configurations exist in Magento 2: UPS and UPS XML. Our UPS Settings appear according to what the admin has set in the UPS Type. Under UPS settings all the fields are required and hence all the fields should be saved otherwise Vendor UPS Shipping methods will not appear on cart and checkout page.
